Somewhere to name and shame the idiots that make life hell for others. Having moved back home from the US to UK, it's gone from New Jersey to Surrey. The only difference seems to be that the wankers drive BMWs instead of SUVs.

Finally, but how well will it be enforced?

Fines coming into effect for a series of driving offences, including tailgating, middle-lane hogging, using the wrong lane at roundabouts, etc.

Interesting seeing the comments on the BBC site from a bunch of ill-informed muppets.
